How to Get Your COA in New Zealand (Step-by-Step Guide)

If you want to start a career in security in New Zealand, the first step is getting your Certificate of Approval (COA). This is your licence to work as a security guard, crowd controller, or in other frontline security roles. The good news? What is a COA?

A Certificate of Approval (COA) is issued by the Private Security Personnel Licensing Authority (PSPLA). It legally allows you to work in the private security industry in roles such as:

  • Security guard
  • Crowd controller
  • Property guard
  • Confidential document destruction worker
  • Security technician

Without a COA, you can’t work in these jobs so it’s the ticket to getting started.

Step 1: Check you meet the requirements

To apply for a COA, you must:

  • Be 18 years or older
  • Be a New Zealand citizen, resident, or hold a valid work visa
  • Have a clean criminal record (some past convictions may still be considered case by case)
  • Complete mandatory training with an NZQA-accredited provider

Step 2: Complete your mandatory training

Step 3: Apply online through PSPLA

Once you’ve completed training, you apply for your COA through the PSPLA website. You’ll need to provide:

  • Proof of ID (passport, driver licence, or birth certificate)
  • Two character references

  • Application fee (currently $227 for a full COA)

Step 4: Start working with a Temporary COA

While your full application is processed (usually around 4 weeks), you can often start work with a Temporary COA. This lets you get straight into the workforce and start earning sooner.
