Certificate of Approval (COA)
What is a COA?
A Certificate of Approval (COA) is the licence that allows you to work in New Zealand’s private security industry as a guard, crowd controller, property guard, or security technician.
Do I need training before applying for a COA?
Yes. You must complete COA Mandatory Training through an NZQA-accredited provider like Pop! Training before applying to the PSPLA (Private Security Personnel Licensing Authority).
How do I apply for a COA?
You can apply online through the Public Security Licensing Authority (PSPLA) website. You’ll need proof of identity, character references, and any required certifications
What are the requirements for getting a COA?
Applicants must:
- Be 18 years or older
- Be a fit and proper person (clean criminal record)
- Hold relevant training (such as the Mandatory Certificate of Competence)
- Be a NZ citizen, resident, or hold a valid work visa
How much does a COA cost?
The PSPLA fee is currently $227 NZD to apply for a full COA. You must have completed your mandatory training before applying.
Training with Pop! Training is $580 incl. GST, which includes your NZQA unit standards and COA application. Alternatively, it’s $300 incl. GST for the training only.
How long does it take to get a COA?
Processing usually takes up to 4 weeks. You can often start work sooner with a Temporary COA (valid for 3 months).
How long is a COA valid?
A COA is valid for 5 years from the date of issue.
What if I have past convictions?
Every application is assessed case by case. It depends on the type of conviction, how long ago it was, and how many you have. If you’re unsure, we recommend contacting the PSPLA directly before applying.
Can a COA be denied or revoked?
Yes. It can be denied or revoked if:
- You have criminal convictions or gain a conviction while you hold a COA
- You breach licensing conditions
- You provide false information
- You fail to maintain training or professional standards
How do I renew my COA?
Your COA will expire after five years. If you want to renew your COA, you must apply for renewal before it expires via the PSPLA website.
If your COA expires, then you will need to re-apply. The cost of renewal is the same as a reapplication. Once you have been successfully renewed, your new COA will be valid for a further 5 years.
Do I have to do a course again (e.g. refresher) to renew my COA?
Currently, there is no requirement to complete a refresher course, your original NZQA credentials are still valid. You will need to upload your NZQA Record of Achievement again when you apply to renew your COA. If you have lost this, you can contact your original training provider, or call NZQA directly to get a copy.
What happens if I work without a COA?
Working without a valid COA is illegal and can result in fines, prosecution, and being barred from the industry.
